CONTEXT

In 2022, the Aeonian Foundation brought together five partners to work together to improve educational outcomes for students in Madagascar through the provision of affordable, efficient and safe solar lighting and digital learning technologies.
Under the banner of Solar United Madagascar (SUM) 20 light libraries were implemented in collaboration with primary (and in some cases secondary) schools. Students and their families as well as everyone else in the community can rent a light and powerbank on a regular basis, paying a low fee.

Building on the learning and the emerging positive impact in the pilot communities, all partners committed to scaling the approach in a second phase, starting September 2023 over a two-year period, installing additional initially further 40 Light Libraries and digital learning trials in 35 schools. The plan is to scale the programme further in current and new geographies.

The programme is evolving, with all partners and the donor collaborating closely to learn and develop a sustainable (social) business model.
Starting as soon as possible the consortium is recruiting for a programme manager in Madagascar. The common language of consortium members is English and Malagasy.

ABOUT THE CONSORTIUM

The partners involved are

  • Money for Madagascar (MfM)
  • Feedback Madagascar (FBM)
  • SEED Madagascar (SEED)
  • Jiro-Ve
  • SolarAid (SA)

MfM, FBM and SEED are community-based organisations that have been working in Madagascar for between 25 to 40 years. Jiro-Ve was set up in Madagascar over 10 years ago providing affordable, high quality solar solutions. SolarAid is an international charity with expertise in developing last-mile energy solutions for poor communities in Africa.

SCOPE OF THE ROLE

Oversee the implementation and development of the programme by

  • working closely with all partners including travel to partners and field visits
  • leading the planning and reporting of SUM activities
  • being the focal point for learning across the consortium
  • contributing to the development of the programme and consortium

RESPONSIBILITIES

Programme planning, implementation and reporting
To reduce workloads of partner organisations the programme manager will be the focal point for all aspects of the programme. This involves:

  • Work with the implementing partners to develop 6-monthly operational plans and targets (narratives, budgets and implementation schedules)
  • Regular exchange and coordination with each partner and between partners to review progress and address implementation challenges
  • Organise and convene consortium meetings (online and occasionally face-to-face)
  • Support standardisation of activities and approaches across all partners
  • Lead the ongoing development / update of the Operations Manual
  • Collate quarterly progress reports
  • Undertake visits to partners and project sites
  • Contribute to the development of the consortium’s activities and future development

Monitoring and learning
Support the development and implementation of the Monitoring and Learning Framework which involves:

  • Work with external M&L consultants and partners to review indicators/metrics and continuously improve and embed data collection and learning processes including digital data collection tools
  • Assist with data gathering and review processes
  • Review, analyse and share data, information and learning in appropriate formats
  • Ensure transparent, open and fast learning loops
  • Assess and strengthen monitoring and learning capacity required across the programme

Communication and representation

  • Tailoring information, data and programme updates to different audiences
  • Sharing and ensuring access to all relevant information across the consortium and managing the shared drive
  • Engaging with different stakeholders within the consortium
  • Support content development for external communication
  • Represent the consortium in the wider development and donor community in Madagascar

KEY RELATIONSHIPS

The programme manager will be managed by the strategic lead for the programme who is based in the UK. Key day-to-day relationships in Madagascar are with representatives of the three implementing NGOs and their local partners and social enterprise, Jiro-Ve.

The programme manager is a member of the steering group of the consortium which meets regularly with the funder.

PERSON SPECIFICATION

The consortium is looking to recruit an experienced programme manager or a candidate with relevant skills, knowledge and motivation to grow into the role. The organisation will support the right candidate in their professional development, gaining skills and experience pertinent to the role.

Thus, we are looking for skills, knowledge and experience in most, if not all, of the following areas:

Education and experience

  • 5+ years of experience in operations management and project development, preferably in the development sector
  • Experience of budget development and financial management
  • Experience of working with partner organisations and coordinating different stakeholders
  • Experience of monitoring and learning processes
  • Experience of working on energy access, education, poverty, climate change is desirable

Knowledge, Skills and Behaviour

  • Very good analytical skills
  • Strong financial management skills
  • Strong ability and motivation to work independently
  • Excellent interpersonal skills to work collaboratively with colleagues from different economic and cultural backgrounds and across multiple language barriers
  • Strong ability to provide support and mentorship to partners
  • Ability to work to deadlines in an organised manner and to a high standard
  • A flexible and patient attitude, with very good problem-solving skills
  • Excellent written and verbal communication skills in English
